I've just written a tutorial on using Publisher 2003 to
create html mail, such as newsletters or announcements.
I have never recommended Publisher for html but this new
version does this VERY well.

Publisher files can easily be saved as web pages and added to
any site. A simple example is this calendar.
Making custom borders:
I'm a big fan of the Border Art
feature in Publisher, but I prefer to make my own borders. Try it
out:

Open a blank document and
insert a text frame and size it to fill the page.

With the frame still
selected, go to Format>Line/Border Style>More Styles>Border
Art>Create Custom> Choose Picture and go crazy.
Either use ClipArt or take the check out of the box that says to use
ClipArt and browse for your own designs.

borders this way.

feature is useless because you emboss fonts and they look like this?

Well, try it again, but this time
set the fill color for your text frame to a color matching your text, but
just slightly lighter and it will look like this:
